Large scale reforms in School Education sector by the Government of Rajasthan have been undertaken in last three years for improving Government schools. These include restructuring of school system by consolidation, integration and upgrading, strengthening of governance structures, improvement in pedagogy and assessment system and increased investment for improving school infrastructure.
The State began the Adarsh Vidyalaya Programme in 2015-16 with a vision to provide a high quality school (of Kendriya Vidyalaya standard) in each Gram Panchayat with integrated schooling from class 1 to 12. These schools are being developed as centre of excellence with adequate infrastructure, staff, and quality education. Further, Adarsh Vidyalaya is to act as a resource centre and mentor for other schools in the Gram Panchayat. The Adarsh Vidyalaya Programme envisages development of 9895 integrated schools of class 1 to 12 as centre of excellence by 2017-18 in three phases.
As envisaged in the Adarsh Vidyalaya Programme, other schools in the Gram Panchayat are to be developed under the mentorship of Adarsh Vidyalaya. In line with these objectives, the School Education Department started Utkrisht Vidyalaya Programme in 2016-17 with the objective of developing another school of class 1 to 8 in each Gram Panchayat as Utkrisht Vidyalaya under the mentorship of Adarsh Vidyalaya. Under this Programme, 9631 schools are being developed as Utkrisht Vidyalaya by 2017-18 in two phases. Both the programmes (Adarsh/Utkrisht) envisage development of 9895 Adarsh Vidyalayas and 9631 Utkrisht Vidyalayas in rural areas of Rajasthan.
